01

Authority determines obligation

An IEC, IEEE, UL or NFPA publication is not automatically law everywhere. It becomes binding when legislation or a code adopts it, when a permit or contract incorporates it, or when an operator, insurer or authority having jurisdiction requires it.

02

Certification has a boundary

A product certificate does not approve the installed project. UL 9540A is a fire-test method, not an ESS certification. Confirm edition, scope, listing, installation, commissioning, emergency plan and the decision of the local authority.

Decision notes

  • 01Record the binding basis and effective edition for every requirement.
  • 02Do not reproduce copyrighted standards; summarize and link.
