What you will learn
- 01Replace the former LIE-CRE map with the current LSE-CNE framework.
- 02Classify generation, self-consumption and storage configurations.
- 03Keep energy, social and environmental files separate.
Core concepts
01
The institutional map changed
The 2025 Electricity Sector Law repealed the former LIE and CNE replaced CRE. SENER leads binding planning, CNE permits and regulates, and CENACE studies connection, operates the system and administers the market. Legacy instruments survive only to the extent allowed by transitional rules and must be checked individually.
02
Configuration determines the route
Distributed generation is below 0.7 MW; permits generally begin at 0.7 MW, but that threshold does not waive environmental, social, land, municipal or safety requirements. Storage rules distinguish systems associated with a plant, load, self-consumption, network or standalone. MISE is a SENER social filing; MIA is a separate SEMARNAT environmental filing.
Decision notes
- 01The 54% rule is not a universal 46% private cap per project.
- 02Verify CENACE manuals and contracts by version; repositories mix vintages.
